Topic 2007: Healthcare and Innovation
Innovation and change are at the core not only of medical treatment and technology but also of any good healthcare system. In the United States, an unprecedented number of initiatives are being developed at the state and federal levels to improve healthcare. How to expand and secure healthcare coverage for all Americans will be a crucial topic in the runup to the 2008 presidential election. Meanwhile, capping several years of small step reforms, Germany’s parliament passed a major overhaul of the German healthcare system that became effective on April 1, 2007.
To discuss innovation in healthcare policy, CGES recruited an impressive array of top-level speakers. They shared the most up-to-date information and outlined opportunities and challenges. Key issues included:
- How do we define innovation? What are the challenges?
- What are the abilities of the USA and the German systems to integrate innovation?
- Incentives and disincentives for innovation in the USA and Europe
- How do innovative medicines and procedures reach patients?
- What are the economic issues and how do we best solve them?
- What are the regulations on benefit innovations in the US Medicare/Medicaid system and with private providers vs. regulations in Germany ?
- Payment policies
- Perspectives for the future: where should we go and why?
Day 1 of the conference addressed broad policy issues; Day 2 focused on the mechanisms that regulate coverage, quality, and costs.
